Policy Paper: Hate Speech
This policy paper identifies the competing rights that the legislature will be required to balance in its consideration of “hate speech” legislation.
The paper concludes that laws against “hate speech” are unwarranted in New Zealand’s social and legal context because there are no fundamental rights in law or policy that balance out the fundamental and protected right to manifest religion and have free expression.
